This is an attractive high-grade specimen from the Banco Internacional de Costa Rica. We can safely assume that no (or very few) examples of this series in issued form exist in uncirculated grade, but thankfully, we have these specimens produced by the American Bank Note Company. Still, quite scarce and very popular, with this being the sole finest in the PMG population report.
