William Windom signs this Fifth Issue note as (Secretary) of the Treasury on the back. Windom served two non-consecutive terms under three different Presidents from 3/8/1881 to 11/13/1881 and from 3/7/1889 to 1/29/1891. He passed away suddenly while presenting a speech on transpotation and money before the Board of Trade and Transportation at Delmonico's Steak House in NYC.
