No. 16964. Signed by J. Johnston and J. Howard. Printed in Philadelphia by Hall and Sellers, 1776. Eagle and heron emblem, "EXITUS IN DUBIO EST" (The outcome is in doubt) above. Three large and nearly perfectly balanced margins with extra selvage at the left margin. One of two Gem Unc 66 EPQ's graded by PMG, with a pair of 64 EPQ's as the nearest competitors. Extremely bright and fresh with razor-sharp ink signatures that look like they were signed yesterday. PMG Pop 2/None Finer.
