From what we can ascertain, the card reads:
"21 Juin - 5 Septembre 1630
Arrêt du Conseil d'Etat qui ordonne que sans s'arrêter aux oppositions des chanoines de la Sainte Chapelle, il sera fait ouverture en la Cour et Mur du palais pour un passage dans la rue neuve St. Louis."
The rough translation to English is below:
"June 21 - September 5, 1630
Decision of the Council of State which orders that without stopping to the oppositions of the canons of the Holy Chapel, it will be made opening in the Court and Wall of the palace for a passage in the new street of St. Louis."
