(P)HIL(A) (EAGLE) / US / SM on the obverse and US / SM on an 1810 Classic Head large cent. Brunk-Unlisted, Rulau-Unlisted. Host coin Very Good.
Most likely a US government gunsmith marks such as those used by contractors making weapons for the government, with a location of Philadelphia. SM may stand for STATE MILITIA. With a bit of research and some time, the punches can surely be matched up to a known gunsmith maker.
