KM-616. Intended to be struck on a bi-metallic planchet made of copper-nickel-zinc with an outer aluminum-bronze ring, it appears this piece was mistakenly made on a planchet that is entirely aluminum-bronze. Quite possibly struck during the trial phase, this is the first off-metal strike of this type that we have seen.
