J.W.E. Pearce (RIC IX, p. 203) resolves the strange mint signature as "Comit(atensis) M(ilitia) or M(oneta)". The "vota" legend also appear unusual. This coin was probaly struck by a military mint, during the last Valens' campaign against the Goths, which ended with the death of the emperor in the battle of Hadrianople
