'δόγματι συγκλήτου' translates as 'by decree of the Senate'. It is the Greek rendering of the Latin term senatus consulto and refers to a decree by the Roman senate to bestow the neocorate on Laodicea ad Lycum during Caracalla's visit to the city in 215-216.
