IMP CAES TRAIANO HADRIANO AVG P P, laureate, draped, and cuirassed bust of Hadrian right / COL AEL KAPIT / COND, Hadrian, as priest-founder, plowing with yoked oxen right; vexillum behind. Meshorer, Aelia Capitolina 2. Hendin 810. The important first issue of Aelia Capitolina commemorating the founding of the pagan city on the ruined site of Jerusalem. Controversy still swirls as to whether the foundation of the city sparked the outrage that developed into the Bar Kochba Revolt or whether it was founded after the war as a means of revitalizing the devastated region.
