In three parts - the Grand Cross Star, 82.5 mm across with black Federal German eagle at center atop a red enameled cross on four-pointed golden star with rays; a red enameled cross, 60.3 mm across backed by a red, black and gold sash; and a small 10 mm insignia pin. Accompanied by a certificate in German which reads: Verleihungsurkunde In Anerkennung der um die Bundesrepublik Deutschland erworbenen Besonderen Verdienste Verleihe ich Herrn Paul A Volcker Vereinigte Staaten von Amerika, Das Grosse Verdienstkreuz mit stern und Schulterband des Verdienstordens der Bundesrepublik Deutschland. [Award Certificate In recognition of the special services rendered to the Federal Republic of Germany, I confer upon Mr. Paul A Volcker, United States of America, the Grand Cross of Merit with Star and Shoulder Ribbon of the Order of Merit of the Federal Republic of Germany.] In the original large box of issue measuring 14 inches x 10 inches. Created in September 1951, by Theodor Heuss, the first president of the Federal Republic of Germany, the Order of Merit is the only federal decoration of Germany. It is awarded for special achievements in political, economic, cultural, intellectual or honorary fields. It is awarded to both Germans and foreigners, and over the past 70 years or so, has been awarded to between 2,000 and 4,000 individuals annually.
